What are the real estate taxes on this home?

Q:  What are the real estate taxes on this home?

A:  We are asked this question daily.  In Florida, this is absolutely the wrong question to ask if you’re trying to estimate the taxes on a home you’re considering for purchase.  (Please keep in mind that the following pertains to Florida real estate taxes and are not necessarily true for other states)

Current taxes on any home in Florida can me misleading and not an indication of what a new owner can expect to pay.  By law, Florida residential property is taxed at the just market value of the property as determined by the local property appraiser.  Real estate taxes vary from county to county as the rates are set by the local governing authorities.   These appraisals are redone for every property in each county every year by the local property appraiser as required by Florida law.  When a property sells (assuming an arms-length transaction) the county appraiser will appraise at a value at or near the selling price, as this will be assumed to be the current market value.  Adjustments may be made if the owner decides to homestead the property (making it their primary residence) thus receiving a $50,000 deduction from their just market value (some restrictions apply).  Additionally, if the homeowner has some disabilities there may be additional deductions available to claim.  A good site for viewing homestead exemption rules can be found at the Martin County Property appraiser’s page here.

If the home has been owned for a long time and homesteaded, the taxable value is most likely much less than the just market value of the home, as increases in the home’s value are capped at a maximum of 3% or change in the CPI as outlined by the Save Our Homes act of 1992  ( View the amendment here ).  A new homeowner could expect to pay considerably more in taxes on such a home.

Alternatively, if you are interested in a relatively new home that was purchased during the height of the real estate boom, the current valuation on such a property may be much more than the actual value and you may expect to pay a lot less in real estate taxes depending on the purchase price of such a home.

If you are considering purchasing a home or condo in Florida, search for the property appraiser of the county in which the property is located.  Chances are the property appraiser will have a website and a tax estimator.  For instance, here’s the tax estimator for Martin County and one for Saint Lucie County.  Alternatively, when you ask your trusted Realtor, the question should be: “What do you estimate my real estate taxes will be on this property?”

Should I buy a short sale?

Q:  Friends have told me that there are some great deals to be had right now in homes offered as a short sale.  What is a short sale? Should we be wary of one?

A:  In a short sale, a buyer pays less than the amount a seller owes the lender.

There are more cases of ‘short selling’ in markets where home values are dropping as in many areas of the country today.

Typically, when a homeowner can’t pay his mortgage because he has suffered some sort of hardship — loss of a job or divorce for example — he simply sells his home.  But when home values are dropping, this can be a problem. In some cases, a homeowner might find he owes more on his mortgage than his home will sell for.  In these cases, lenders will be asked to accept less than the amount owed on the home, assuming the homeowner doesn’t have other assets that can be sold to make up the difference. The lender then doesn’t have to go to the expense of going through the foreclosure process.

The question you have to ask yourself is: Are you really getting a great deal?

If the house was purchased at the peak of rising home values, then the homeowner might have paid a premium price for the property.  Since values are dropping today, the lender may not be able to discount the value to a price that is attractive.  It is important to do your homework and compare the true current market value to the price offered.  In most cases, you may be able to purchase the property at a discount from the current market value if the lender (or lenders) agree and there are no other liens or encumbrances on the property (taxes, HOA fees, mechanics liens, etc.)

Probably the most important thing you can do if you decide to purchase a short sale is to team up with a Realtor that is experienced in short sales and can find out from the seller or the seller’s Realtor, the circumstances of this particular sale.  Armed with the right information as well as knowledge of the lender(s) track record, your Realtor can give you a much better idea of the odds for a successful short sale.

If you have the patience, as this can be a time-consuming process, and select good representation, you can expect a very good deal when pursuing a short sale.

6 Mortgage Shopping Myths

Mortgage shoppers hear many strange tales about the home loan-shopping process. Here are 6 common myths about shopping for a mortgage and the facts you should know:

Myth: Shopping for a mortgage loan will hurt your credit score.

Fact: Credit scoring companies know most people want to shop around for a mortgage or car loan. That’s why their formulas allow a window of time during which multiple inquiries about your credit will be counted as only one inquiry. If you stay within that window, you don’t have to worry about shopping for a loan from multiple lenders.

Myth: All lenders sell your personal information to telemarketers.

Fact: When you apply for a loan and the lender checks your credit history, the credit reporting company may sell your name and telephone number to other lenders. These names and telephone numbers are known as “trigger leads.”

If you’re shopping for a loan and don’t want to become a trigger lead, you can submit a form online at OptOutPrescreen.com. This will help to keep your information private and ensure the credit bureaus won’t sell your information as a trigger lead.

Myth: Everyone can qualify for the low-interest rates advertised on television.

Fact: Advertised interest rates may require that you have a very high credit score or pay a lot of upfront fees that add to the cost of your loan.

The best way to find out exactly what interest rates you’ll qualify for is to shop around and compare loan offers from multiple lenders. The rates you’ll be offered will depend on your credit score, the type of loan you want and your down payment (or the equity in your home) as a percentage of the amount you want to borrow.

Myth: If the Federal Reserve raises interest rates, mortgage interest rates will go up.

Fact: The Federal Reserve sets bank interest rates, not mortgage interest rates. While the Fed doesn’t directly control long-term interest rates for mortgages, auto loans, credit cards or other types of consumer loans, the interest rates on those types of loans can be affected by the Fed’s decisions, actions and statements. But keep in mind that if you have a fixed-rate loan, the rate won’t change no matter what the Fed does. Myth: The loan that has the lowest interest rate or lowest monthly payment is always the best loan.

Fact: Mortgage loans are not all alike. Some have a fixed interest rate while others have an adjustable rate. It’s important to compare more than just the interest rate and monthly payment when shopping for a mortgage. Be sure to look at the loan’s costs and fees, as well as the terms of the loan. For example, some mortgages may offer a low initial monthly payment but require a balloon payment. Or a loan may have an interest-only period, after which your monthly payment will rise dramatically. And some have less expensive costs and fees, which may make sense for your situation.

Myth: I may be required to pay a large sum of money upfront to guarantee my loan approval.

Fact: The federal government has warned borrowers to be aware of so-called “advance fee loan scams,” in which a lender guarantees that the borrower will be approved for a loan after the borrower pays a hefty upfront fee. Be wary if a lender asks for you to send or wire a large upfront payment to “guarantee” your loan approval. This may be a sign of a scam.

Reputable lenders may charge modest fees to review your credit report and conduct an appraisal during the loan approval process, but they typically won’t approve a loan until they’ve reviewed your financial situation.

Buying a home is often called the American dream. But for those who buy with a 3.5 percent down payment (or for those who can find it with no down payment at all), it can be a poor proposition.

A Harvard University study of home sales in Philadelphia, Boston, Denver, and Chicago found that sellers of low-priced homes lost money up to 40 percent of the time once transaction costs were included.

Economists at Wellesley College say whether home ownership is a good or bad investment often depends on the time of purchase. The odds of taking a loss are higher if the seller bought after home prices had already risen and if the buyer stayed in the home for only a few years.

Regular investing in stocks and bonds could be a better alternative. Returns on housing tend to be lower than returns on stocks. The risk of losing money is high when most of a family’s wealth is tied up in a single asset.

Some Factors to consider:

* When satisfactory rentals are not available, buying a family home could be the best option in any case.

* Owning a home can cost more than renting when house payments, taxes, insurance, and maintenance are considered.

* For those who don’t plan to stay in a home for seven years or more, the risk of losing money on a home sale is higher.

* Lower-income buyers may not benefit from the tax deduction for interest because their standard deduction is a better deal.

* Home-equity loans could mean little forced saving or equity building.

* Those who make a small down payment may pay higher mortgage interest rates and the cost of mortgage insurance.

Over time, buying a home can be a good wealth-building strategy. When housing prices rise, the owner benefits. But housing prices don’t rise very much in some areas, and many people don’t stay in a home long enough to build equity.
